Tennessee apparently sucks

I heard this story rumbling through the grapevine today in various forms (with various inconsistencies added, of course). I guess some family was stopped on the highway as they were travelling through Tennessee, and some idiot cop capped their dog.
Shouldn’t this be under Gubment?
